Project 22800 was developed by Almaz Central Marine Design Bureau (St. Petersburg) and is to replace small rocket ships of the project 21631 (code Buyan-M) for the Zelenodolsk Design Bureau, in the construction for the Russian Navy. (construction of the latter is limited to 12 units). Earlier it was reported that the Russian Navy plans to have at least 18 IRC project 22800. Construction of the first seven IRC project 22800 is carried outthe Pella plant under the contract received in accordance with the decree of the Government of the Russian Federation on the status of this company’s sole supplier status for this project.
The groundbreaking ceremony for the Russian Navy of the first two small rocket ships of the project 22800 “Uragan” (serial number 251) and “Typhoon” (serial number 252) was held at the Pella plant on December 24, 2015. The delivery of the Navy under the terms of the contract with the Ministry of Defense of Russia was scheduled for 2017 and 2018 respectively, although this period is unlikely to be met in relation to the lead ship "Hurricane", which was launched on July 29, 2017 and should only be until the end of the year transferred to the factory running tests.
To date, another two IRCs of the project 22800 with the names “Squall” (serial number 253, laid down on July 29, 2016) and Storm (serial number 257, laid down on December 24, 2016) are under construction at the Pella plant.
Since the Pella plant is the main investor of the FSUE Shipbuilding Plant More in Feodosiya (Crimea), and in November 2016 it received the capacity of the latter for rent for the period up to December 31, 2020, respectively, of the seven IRCs of the project 22800 ordered Pellet, "three ships should be built on the NW" More "in close cooperation with the" Pella ", which led to the transfer of the construction of three units to Feodosia.The first MRK of this project “Storm” (serial number 254) was laid in Feodosia on May 10, 2016, and the second MRK “Okhotsk” (serial number 255) was laid in Feodosia on March 17, 2017. The construction complexes in Feodosiya received construction numbers from 254 to 256 "in the series" of the construction numbers of this project at Pella.
On August 5, 2016, the contract of the Ministry of Defense of Russia for the construction of five more small rocket ships of project 22800 for the Navy was received by the JSC Zelenodolsk Plant named after AM Gorky (Zelenodolsk). At the same time, the Zelenodolsk plant from the end of 2014 actually got under the temporary management of Shipyard Zaliv Shipyard in Kerch (Crimea). According to unofficial information, the main Zelenodolsk MRK of Project 22800, called Cyclone (serial number 801), was without special Publicity laid at the shipyard "Zaliv" in Kerch in the summer of 2016. According to available information, at the present time, the plant "Zaliv" is already building the next two IRCs of the project 22800 with factory numbers 802 (also laid in 2016) and 803.
In the summer of 2017, it was reported that the Ministry of Defense of Russia is going to place an order in 2018 for the construction of another six small rocket ships of Project 22800 for the Pacific Fleet at Amursky Shipbuilding Plant JSC (part of United Shipbuilding Corporation JSC) in Komsomolsk-on-Amur .
